摘要
随着全国农村人居环境整治的不断推进,巩固农村环境治理成果备受关注。农村生活垃圾治理是农村环境治理的重要任务之一,东部沿海地区采用政府主导、市场与村庄相结合的城乡环卫一体化的垃圾治理方式,以网格化的管理和监督机制,统筹各部门资源,推动农村环境治理“市—镇—乡”的三级联动。以A市城乡环卫一体化为例,通过采用参与观察和半结构访谈的调研方法对参与城乡环卫一体化的相关人员进行深度访谈,参与观察城乡环卫一体化的管理和运作过程。调研发现在面对科层严密的管理与考核时,主体迫于绩效压力农村环境治理容易呈现短时性、碎片化特点,农村形成了新的“干部圈层”,农民遗失农村环境治理的参与权,导致其乡村环境责任感弱化。为改善农村环境,实现农村生活垃圾治理的长效管理,应主动赋予农民农村环境治理的参与权、监督权,在网格化的环境管理和监督机制中积极发挥基层群众参与垃圾治理的监督和管理作用,适当弱化行政话语,搭建农村环境治理不同主体之间沟通的平台,明确农村环境治理的意义,建立农村垃圾治理的长效管理机制。
With the continuous advancement of the improvement of rural living environments,the results of consolidating rural environmental governance have attracted much attention.Rural domestic waste management is one of the key tasks of rural environmental management.The eastern coastal regions,adopt the method of government-led,market-village combination of urban and rural environmental sanitation integration of rural garbage management.With grid-based management and supervision mechanism,coordinate resources of various departments,and promote the three-tier action of rural environmental governance.In this paper,participatory observation and semi-structured interviews are used toanalysis of A county M town.Taking the integration of urban and rural sanitation in Conty A as an example,participatory observation and semi-structured interviews be used to.It was found that,due to the bureaucracy management and the pressure of performance appraisal,rural environmental governance presents the characteristics of short-term and fragmented governance.A new"cadre circle"has been formed in rural areas.Farmers are"forced to abandon"the rural environment,and the sense of responsibility for rural environment has weakened.In order to improve the rural environment,realize the long-term management of rural garbage,we should take the initiative to enhance farmers'environmental participation and supervision.Weaken the administrative power appropriately,embedding the rural power,build a communication platform between the main bodies of rural environmental governance,and clarify the significance of rural environmental governance.To establish a long-term management mechanism for rural garbage management.
