摘要
构建农村社区治理体系过程中,社会工作是不可忽视的专业化社会力量;通过分析社会工作参与农村社区治理的契机,并以四叶草社工机构服务留守儿童为切入点介入到云南省保山市复村实践案例,提出"依托桥梁,建立关系;寻找突破,初步介入;嫁接平台,推动服务;能力提升,参与治理"四个阶段的服务型治理建构过程;面对社会工作嵌入原有治理结构中的张力与困境,"由单一性服务延伸为综合性服务、由项目化运作转变为服务平台的搭建、由外在力量介入发展为内生动力激活、由主动参与扩展为不同治理主体的联结"的完善路径。
In the process of constructing the rural community governance system, social work is a professional social force that cannot be ignored. By analyzing the opportunity of social work participating in rural community governance, and taking four-leaf clover social work agency’s intervention in Fucun Community of Baoshan City with left-behind children service as a practical case, the author extracted four stages of service-oriented governance,which is"relying on the bridge and establish relationship;looking for a breakthrough, the initial intervention;grafting platform to promote service;ability promotion and participation in the governance ".Faced with the tension and dilemma of social work embedded in the original governance structure, this paper puts forward a better path of "from single service extension to comprehensive service, from project operation to service platform construction, from intervention of external force to activation of endogenous force, and from active participation to the connection of different governance bodies".
