摘要 坚强智能电网是构建世界一流能源互联网企业目标的重要基础。特高压与智能输变电技术是实现电网网架坚强和运行智能的重要体现。随着特高压、无线输电、智能变电站等技术的发展,原有的智能输电和智能变电技术标准体系已不能满足新时期输变电建设的要求,需对原有标准体系进行优化补充和修改完善。系统梳理了国内外智能输变电专业方向中特高压输电、智慧输电线路、灵活交流输电、柔性直流输电、智能变电站和新型输电6个技术领域的标准现状,设计了新的智能输变电标准体系分层结构,构建了智能输变电标准体系的总体框架。按照近期、中长期、远期3个阶段,制定了智能输变电6个技术领域的标准规划。最后,提出智能输变电技术标准体系的3年重点行动计划。 The construction of strong smart grid is an important foundation for building a First-class energy Internet enterprise in the world.Ultra-high voltage and smart transmission and transformation technology are important embodiment to realize a strong grid structure and intelligent operation.With the development of technologies such as UHV,wireless transmission,intelligent substations and other technologies,the original technical standard system of smart transmission and smart transformation can no longer meet the requirements of power transmission and transformation construction in the new era.The original standard system needs to be optimized,supplemented,modified and improved.This research systematically summarizes the current status quo of the domestic and foreign standard systems in the six technical fields of smart transmission and transformation,including ultra-high voltage transmission,smart transmission line,flexible ac transmission,flexible dc transmission,smart substation and new transmission.Based on the principle of"inheritance,innovation and practicability",a new hierarchical structure of smart transmission and transformation is designed and constructed.At the same time,through the analysis of the standard requirements of various fields,the standard planning of the smart transmission and transformation about six technical fields in the near term,medium term and long termwas put forward.Finally,the key action plan of smart transmission and transformation technology was proposed.
