摘要
随着我国农村的发展及制度的改革,农民已拥有多种农地配置与经营模式选择。农地的再配置不仅是实现农民土地权益的重要途径,也有利于农业经营效率的提升。通过对江苏省农民的调查,在对不同农地配置模式特点及农民决策机制分析的基础上,实证考察了农民对不同农地配置模式的选择意愿,并检验了外部就业能力、风险态度等相关因素对农民农地配置意愿的影响。研究表明,农民对农地配置存在多样化的需求,选择出租、代耕、入股以及自营的样本分别为42.68%、9.66%、23.21%和24.45%。非农就业能力强的农民更倾向选择出租以及入股,而农民的风险态度影响了其以土地经营权入股产业经营的意愿。此外,研究还进一步考察了农民对土地承包权的再配置意愿,结果表明,约五分之一的农民已存在自愿有偿退出承包经营权的意愿。
With the development of rural China and the institutional reform,farmers now have a variety of options on agricultural land allocation.Farmland reallocation is an important way to realize farmers land rights and interests,and it is conducive to increase agricultural production efficiency.Based on a survey on farmers in Jiangsu province,as well as an analysis on the features of different farmland allocation models and farmers selection mechanism,this paper empirically investigates farmers willingness on different allocation modes,and estimates the impact factors,such as nonfarm employability,risk attitude,etc..Research results show:proportions of farmers who choose to rent,substitute farming,become shareholders and self-farm are 42.68%,9.66%,23.21%and 24.45%respectively.Farmers with strong ability of non-agricultural employment are more inclined to rent land and become shareholders,while risk attitude affects their willingness to become shareholders.The paper also conducts further study on farmers willingness to reallocate their land contracting rights,and results show that about one fifth of farmers have the willingness to voluntarily withdraw their contracting rights with compensation.
