摘要
在建立全国科技创新中心的科技创新能力评价指标体系的基础上,结合2016年我国31省区市统计数据,采用主成分分析法,运用Matlab软件构建科技创新能力评价模型。研究发现,一是我国各省区市科技创新能力两极化严重,共分为4个梯队,北京位居榜首,江苏、广东等沿海经济发达地区次之,安徽等中部具有一定发展潜力和基础的省区市紧随其后,而青海、西藏等内陆不发达省区市则较为落后。二是科技创新能力较高省区市的共有特征表现在四方面,即研究与试验发展经费投入高、原始创新能力强、良好的创新资源和具有一定的辐射带动能力。最后针对模型评价结果,对北京建设全国科技创新中心提出对策建议。
On the basis of establishing the evaluation index system of scientific and technological innovation capability of the national science and technology innovation center, combined with the statistical data of 31 provinces and cities in 2016, we use principal component analysis and Matlab software to construct the evaluation model of technological innovation capability. The study shows that: first, the technological innovation capability of provinces and cities in China is highly polarized, which is divided into 4 echelons. Beijing ranks first in the list, followed by Jiangsu, Guangdong and other coastal economically developed regions. Anhui and other central provinces and cities have certain potentials and foundations. Second, the common characteristics of provinces and cities with higher technological innovation capability are manifested in four aspects: they are high investment in research and test development, strong original innovation ability, good innovative resources and certain radiative driving capability. Finally, according to the results of the model evaluation, the paper puts forward some countermeasures and suggestions for Beijing to build the national science and technology innovation center.
