摘要
[目的/意义]在已完成的面向突发事件的情报体系理论框架之上,针对药品突发事件特征,构建药品突发事件应急响应情报体系,有利于药品突发事件的事前预警、事中处理和事后管理。[方法/过程]构建药品突发事件应急响应情报体系的理论模型,采用个案分析法,以“山东非法疫苗事件”作为具体分析案例,对突发事件进行情景切分,选取典型情景对情报体系的作用进行解析。[结论/结果]通过假设对比,构建的药品突发事件应急响应情报体系能够充分利用数据资源,保障信息渠道的畅通,在突发事件的事前、事中和事后阶段均能起到较好的控制和管理作用。
[Purpose/significance]Based on the completed theoretical framework of the emergency intelligence system,an emergency response intelligence system for drug emergencies is established in this paper according to the characteristics of drug emergencies.It is conducive to the whole process of drug emergencies,such as predict in advance,control in interim,and administrate in end.[Method/process]This paper first established the theoretical model of the emergency response information system for drug emergencies,then adopted the case analysis method on the case of“Shandong illegal vaccine incident”,which was divided into a series of scene spots according to the time,and several typical scene spots were selected to analyze the role of the intelligence system for drug emergencies.[Result/conclusion]Through hypothesis comparison,the established emergency response information system for drug emergencies can make full use of data resources,ensure the smooth flow of information channels,and play a better control and management role in the pre-event,in-event and post-event phases of emergencies.
