摘要
建设高素质技能人才队伍,需要对铁路企业技能人才培训工作不断提出新的要求。为了科学评价各铁路企业的技能人才培训质量工作,基于全面质量管理理念和质量功能展开(QFD)、层次分析法(AHP),研究铁路企业技能人才培训的质量评价指标与方法问题。结论显示,铁路企业技能人才培训需要层次分为3级,包括7类2级需求和21类3级需求;培训质量特性对应展开为3级,包括4类2级质量特性和18类3级质量特性;采用AHP方法计算了培训需求重要度,采用QFD方法将培训需求重要度转化为质量特性指标的重要度,并藉此构建了培训质量综合评价模型,为全面综合评价铁路局集团公司的技能人才培训质量、提升铁路企业技能人才培训工作水平提供理论支撑。
The strategy of building a high-quality skilled personnel team constantly puts forward new requirements for the railway enterprises to do well in the training of skilled personnel.In order to evaluate the quality of skilled personnel training in railway enterprises scientifically,based on overall quality management concept,QFD and AHP methods,the quality evaluation indicators and methods of skilled personnel training in railway enterprises are studied.The conclusion shows that the training requirements of skilled personnel in railway enterprises are divided into 3 levels,including 7 categories of level 2 requirements and 21 categories of level 3 requirements.The training quality characteristics are correspondingly expanded into 3 levels,including 4 categories of level 2 quality characteristics and 18 categories of level 3 quality characteristics.The importance degree of training requirements is calculated by AHP method,and then transformed into the importance degree of quality characteristics indicator by QFD method.The comprehensive evaluation model of training quality provides theoretical support for comprehensively evaluating the quality of skilled personnel training in CR regional groups and improving the level of skilled personnel training in railway enterprises.
