摘要
国务院关于建立政务服务"好差评"制度的部署,是自党的十八以来深化行政改革的种种举措中,社会关注度极强、期待值极大、点赞率极高的一例。政务服务"好差评"制度是具有深度的创新,可预期通过实行政务评价外接化增强行政监督开放性约束,以完善行政监督体系;可预期通过做实政务服务对象化助推"放管服"改革回应性深化,以促进内涵改革;可预期通过致力评价体系科学化促进政务运行便民性适调,以优化评价体制机制。
Among all the measures of deepening administrative reform since the 18 th Congress of the CPC,the establishment of a government service rating system by the State Council has won many reputations,which was much expected by the society and has attracted a lot of attention. To match expectation to outcome,it requires relevant parties to put society’s expectation upon what its significance is and how it can be made into an excellent one. Relevant parties shall act in a truth-seeking spirit,and help State Council’s new system of administrative supervision to take root and the new achievement of administrative reform to bloom and bear fruit.
