摘要
全球气候变化加速了北极海冰消融,北极地区迎来发展契机,更面临诸多挑战。这些挑战尤以国际层面的北极公域治理最为显著。近年来,北极公域治理逐渐引起国际社会的广泛关注,现有的北极公域治理机制无法有效应对北极公域治理问题,因此有必要重新审视北极公域治理的不足并提出完善方案。人类命运共同体理念通过对传统国际关系理论的超越,为解决北极公域治理问题提供了新思路。基于人类命运共同体理念,中国可积极参与北极治理的多边平台,为北极公域治理贡献中国智慧,以国家实践丰富人类命运共同体理念的内涵。
Global climate change has accelerated the melting of the Arctic sea ice. The Arctic region is facing development opportunities and also many challenges. These challenges are most evident in the Arctic common regions at the international level. In recent years, Arctic public governance has gradually attracted extensive attention from the international community. The existing Arctic public governance mechanism cannot effectively deal with the issue of Arctic public governance. Therefore, it is necessary to re-examine the deficiency of Arctic public governance and put forward improvement plans. The idea of a community with a shared future for mankind transcends the traditional theory of international relations and provides a new way of thinking to address the issue of Arctic public governance. Based on the vision of a community with a shared future for mankind, China can actively participate in the multilateral platform mechanism for Arctic governance, contribute Chinese wisdom to Arctic public governance, and enrich the concept of a community with a shared future for mankind through state practice.
