摘要
中国东盟电力互联是一个典型的区域性公共产品,有利于实现区域内能源资源的优化配置,塑造更为紧密的中国—东盟命运共同体。其发展动力源于双方互补的电力供需契合,也基于东盟能源转型的诉求。近年来,双边电力互联陷入供给不足和进展滞缓的困境之中,电力贸易规模始终有限,跨国电网建设停滞不前,诸多倡议长期停留在纸面。造成合作困境的原因具体包括:东盟国家优先发展国内电力基础设施、现有的多边合作机制缺乏成效、建设资金不足、社会层面存在反对意见和域外国家的影响。尽管面临诸多阻碍,中国东盟电力互联也迎来了"一带一路"建设、湄澜合作机制等发展机遇,需要各方及时把握。
China-ASEAN power interconnection is a typical regional public good,which is conducive to making optimal configuration of energy resources in the region and shaping a closer China-ASEAN Community of Common Destiny. Its development power is not only derived from the complementary power supply and demand between China and ASEAN,but also based on ASEAN appeals for energy transformation. In recent years,bilateral power interconnection has been trapped into insufficient supply and sluggish progress. The scale of bilateral power trade has been confined,construction pace of transnational power grids has stagnated,and many initiatives have remained in the pipeline for a long time. The reasons for such a predicament of cooperation include as follows: the priority of ASEAN countries over development of their own power infrastructures,the ineffectiveness of the existing multilateral cooperation mech-anisms,the insufficient construction funds,the objections at the social dimension and the influences from the extraterritorial countries. Despite many obstacles,ChinaASEAN power interconnection also ushers in such development opportunities as construction of "the Belt and Road"and Lancang-Mekong cooperation mechanism,which should be incisively grasped by all parties concerned without delay.
