摘要
进入21世纪以来,中国大运河迎来了两个重要节点,推动大运河遗产保护、传承和利用进入了新阶段。一是2014年中国大运河被正式列入《世界遗产名录》,成为中国遗产"走出去"的标志性品牌。二是2019中共中央办公厅、国务院办公厅印发《大运河文化保护传承利用规划纲要》,从国家战略层面对大运河文化带建设进行顶层设计,为新时代大运河文化保护传承利用描绘了宏伟蓝图。大运河沿线文化遗产资源丰富,区域发展水平较高。但申遗成功以来,也面临着遗产保护压力巨大、传承利用质量不高、资源环境形势严峻、生态空间挤占严重、合作机制亟待加强等突出问题和困难。自中国大运河被正式列入《世界遗产名录》以来,其在实施、推进过程中积累的经验和面临的问题为《大运河文化保护传承利用规划纲要》的规划和调整提供了直接参照。对中国大运河保护过程中形成的"世遗"框架和《纲要》框架中涉及到的城市进行比较分析,不仅有助于做好相关研究、建设工作的衔接和延续,也有助于大运河文化的顶层设计深入到发展不平衡和阶段性差异十分突出的"现实"中,在文化引领城市和区域发展上发挥更好的示范作用,统筹大运河沿线区域经济社会发展,探索高质量发展的新路径。从城市和区域发展战略高度为人文城市建设提供了广阔空间,同时也为文化建设进入国民经济主战场打开了重要通道。
Since the beginning of the 21 st century,China’s Grand Canal has witnessed promotion of the Grand Canal heritage protection,and inheritance and utilization into a new stage.First,in 2014,China’s Grand Canal was officially included in the world heritage list,becoming an iconic brand for Chinese heritage to"going out".Second,in 2019,the General Office of the CPC Central Committee and General Office of the State Council issued The Outline of the Grand Canal Cultural Protection,Inheritance and Utilization Plan.The Outline designs the Grand Canal cultural belt from the national strategic level and draws a grand blueprint for the Grand Canal cultural protection,inheritance and utilization in the new era.The cultural heritage resources along the Grand Canal are rich and the regional development is relatively fast.However,since the success of the world heritage registration,it has encountered problems and difficulties such as heritage protection,poor quality of inheritance and utilization,severe situation of resources and environment,serious crowding of ecological space and urgent strengthening of cooperation mechanism.The experience and problems accumulated in the implementation and promotion of the former over the past five years provided direct reference for the planning and adjustment of the latter.A comparative analysis of the cities involved in The World Heritage framework and in the framework of The Outline not only helps to link up and continue relevant research and construction work,but also helps the top-level design of Grand Canal culture to extend to the"reality"of unbalanced development and prominent stage differences,which contributes to a better demonstration role in guiding urban and regional development through culture,coordinated regional economic and social development along the Grand Canal,and explores new paths for high-quality development.From the strategic perspective of urban and regional development,it provides a vast space for the construction of cultural cities and opened an important chann
