摘要
全民健身公共服务供给已然生成以城市为中心、由城市向农村不断扩散的“城乡差序格局”。在城乡差序格局下,农村全民健身公共服务供给呈现“碎片化”特征,即供给主体、供给决策、供给内容以及供给监督“碎片化”。引入新公共治理理论中的整体性治理理论,充分发挥自身的整体性治理取向与无缝隙供给全民健身公共服务的优势,整合农村全民健身公共服务供给主体,建构多元主体协同供给机制;整合农村全民健身公共服务供给决策机制,实现村民供需有效对接;整合农村全民健身公共服务供给标准,保证城乡同步同维同面供给;整合农村全民健身公共服务供给监督机制,建立科学评价反馈体系。
The public service supply of national fitness has formed the"urban-rural differential order pattern",which is centered on the city and diffuses from the city to the countryside.Under the pattern of urban and rural differential order,the supply of rural national fitness public service presents the characteristics of"fragmentation",i.e.,the supply subject is"fragmented",the supply decision is"fragmented",the supply content is"fragmented",and the supply supervision is"fragmented".This paper introduces the holistic governance theory in the new public governance theory,gives full play to its own overall governance orientation and the advantages of seamless supply of national fitness public service,integrates the main body of rural national fitness public service supply,constructs the coordinated supply mechanism of multiple subjects,and integrates agriculture.The decision-making mechanism of village national fitness public service supply realizes the effective docking of villagers'supply and demand;Integrate the supply standard of rural national fitness public service,ensure the synchronous supply of urban and rural areas,integrate the supervision mechanism of rural national fitness public service supply,and establish a scientific evaluation feedback system.
