摘要
推动内蒙古形成优势互补、高质量发展的区域经济布局,应进行合理区划、进一步明确不同区域主体功能,形成方向清晰、定位明确、相得益彰的城镇、生产和生态不同功能的区域,以统筹内蒙古东西部以及内蒙古与外部区域联动的总体布局为引领,以沿黄河、沿交通干线为轴,以中心城市、城市群和重点旗县建设为支撑,构建彰显优势、各具特色、城乡融合、内外协调联动的区域发展体系。调整内蒙古空间结构,应在确立空间治理新模式、改革要素流动机制、调整现有政策、科学配置基础设施、争取中央差别化政策支持等方面形成保障。
To promote Inner Mongolia to form a regional economic layout with complementary advantages and high-quality development,we should rationally divide and further clarify the main functions of different regions,and form different areas with clear directions,clear positioning,and mutually compatible towns,production,and ecology,so as to coordinate the eastern and western regions of Inner Mongolia.The overall layout of the linkage is guided,along the Yellow River,along the main transportation lines as the axis,supported by central cities,urban agglomerations and key flag counties,to build a regional development system that highlights its advantages,has its own characteristics,integrates urban and rural areas,and coordinates internal and external cooperation.Adjusting the spatial structure of Inner Mongolia should guarantee the establishment of a new model of space governance,reform of the flow mechanism of factors,adjustment of existing policies,scientific allocation of infrastructure,and support for central differentiated policy support.
