摘要
公安机关组织结构设置越合理,组织目标就越能有效实现,组织运行的合法性就越强,警察执法权威也越强。但由于受到有限理性、人格化权力、传统的人伦关系等诸多因素的影响,作为基层公安机关的派出所组织目标与实际运行发生严重的"目标偏差":受政绩考核与资源稀缺的约束,"对上不对下";受政府部门职责与协作的限制:"对外不对内";受人情化非正式关系的干扰:"对人不对事"。需进行制度化整合,学习引领,提升基层警察的理性化水平;考评激励,强化基层公安队伍的规范化;政策驱动,增强派出所的工作实力;政府主导,建立政府各部门的协作联动;公众参与,推动基层公安工作社会化。
The weakening of law enforcement authority of grass-roots police has always been a hot topic in the academic research. Through the on-the-spot investigation of the public security organs in the County,from the perspective of "legitimacy"of the organization,and from the perspective of the power operation process of the grass-roots police organizations,this paper makes an in-depth study on the sources of the law enforcement authority of the grass-roots police and the legitimacy crisis. It is believed that due to the rigidity of the bureaucracy itself and other factors,the law enforcement authority of grass-roots police has the problem of organizational objective deviation,which is manifested in the legitimacy dilemma of "top to bottom","outside to inside"and "human to wrong". Therefore,it is of great practical significance to rebuild the law enforcement authority of the grass-roots police by means of nstitutionalized integration.
