摘要
工资收入是影响教师职业吸引力的重要因素,也是乡村学前师资队伍建设的基础条件。通过对青海南部乡村幼儿教师的工资收入与当地社会平均工资水平及当地城区在编幼儿教师工资收入进行对比,分析由于收入差距悬殊而带来乡村幼儿教师招聘难、现有教师缺乏职业归属感,师资队伍不稳定等一系列问题。如何使优秀乡村幼儿教师"招得来""留得住",需要进一步完善现有政府购买学前教育服务政策及相关管理制度。建立健全乡村幼儿教师工资待遇保障体系,制定最低工资标准和相应的工资晋级与职称评定政策,打通编制外教师进入编制内的通道,建立乡村幼儿教师特殊岗位津贴与个人经济支持奖励制度,提高福利待遇,从而提升乡村幼儿教师的薪酬竞争力,吸引更多优秀教师来乡村从教,为青藏高原乡村学前教育发展奠定坚实的人才基础。
Salary income is not only an important factor affecting teachers’ professional attraction,but also the basic condition for the construction of rural preschool teachers team.By comparing the wage income of rural kindergarten teachers in southern Qinghai with the average wage level of local society and the wage income of preschool teachers in local urban areas,this paper analyzes a series of problems,such as the difficulty of recruiting rural kindergarten teachers due to the wide income gap,the lack of professional belonging of existing teachers,and the instability of the teaching staff.How to make excellent rural preschool teachers "recruit" and "stay" needs to further improve the existing policy of "government purchasing preschool education services" and related management policies.To establish and improve the wage security system for rural preschool teachers and treatment guarantee system,the formulation of the minimum wage standard and the corresponding policies for the promotion of wages and the evaluation of professional titles,the opening up of the channels through which teachers outside the establishment enter the establishment,the establishment of the special post allowance and personal financial support reward system for rural preschool teachers,and the improvement of welfare treatment,so as to enhance the salary competitiveness of rural preschool teachers and attract more outstanding teachers to teach in rural areas.It lays a solid talent foundation for the development of rural preschool education in Qinghai-Tibet Plateau.
