摘要
内地西藏办学是改革开放之后我国政府实施的教育援藏工作的重要措施。其中,在内地相对发达的城市创办集中建制的西藏中学是重要的办学模式。多年来内地集中建制学校为西藏的建设发展输送了大批骨干人才。在当前内地西藏教育发展重心从规模普及转向质量提升的背景下,集中建制学校办学活力与教育质量问题逐渐凸显。本文以北京西藏中学为个案,系统回顾了内地西藏集中办学模式的发展历程,指出在外在环境与学校内部结构发生变迁的情况下,原有独立、封闭的办学体制与教学管理方式不能适应生源复杂化带来的压力与挑战,逐渐面临师资队伍建设力度不足、学科教学应试化、教育管理方式单一化、社会实践教育开展困难以及与当地教育系统的疏离等困境。针对上述困境从外源完善办学体制,加强办学评估和内在鼓励办学探索,提升办学活力两个方面对今后的办学改革与完善提出了思考与建议。
Inland Tibetan class is one major measure taken by the central government to implement education support to TAR.For years,schools dedicated to Tibetan students in major inland cities in China have contributed a significant number of talents to the construction and development of TAR.Under the background of shifting focus from scale to quality,education quality and vitality of schooling received much attention.This article tries to take Beijing Tibet Middle School as an example to systematically review development history of inland Tibetan class,and points out the previous independent,closed schooling system and education management can no longer adapt to the current pressure and challenges under the backdrop of changing social environment and internal school structure.Major obstacles include lack of capacity building for teachers,social practices and detachment with local educational system.The article makes additional suggests upon enhancement of school systematic evaluation,encouraging of school innovation and stimulate school vitality.
