摘要
为了丰富旅游扶贫绩效的评价方法和探讨评价结论的科学合理性,文章基于2017年样本数据,从多维贫困的视角,构建包括经济效应、社会效应和生态效应三个维度的旅游扶贫绩效评价指标体系,运用综合指数评价法和模糊综合评价法,以山西省四个贫困县为样本进行旅游扶贫绩效评价比较研究。文章通过构建模型研究了两种旅游扶贫绩效定量评价方法,总结了它们的优缺点和适用范围。比较结果表明:这两种评价方法的综合评价结论都具有科学合理性。但综合指数评价法更适用于多个样本间的旅游扶贫绩效比较评价,模糊综合评价方法不仅能适用于多个样本间的比较评价还适用于单一样本的评价。结合隶属度判断级别,模糊综合评价法能够对旅游扶贫绩效进行科学合理的定性与定量评价,证明该方法在评价旅游扶贫绩效方面具有更好的合理性。
In order to enrich the evaluation method of tourism-oriented poverty alleviation performance and explore the scientific rationality of evaluation conclusion,this paper constructs a system of assessment of the tourismoriented poverty alleviation effect from the perspective of multidimensional poverty,which includes three dimensions:economic performance,social performance and ecological performance.Using the comprehensive index evaluation method and the fuzzy comprehensive evaluation method,a comparative study on the performance of tourismoriented poverty alleviation was carried out in four poverty-stricken counties in Shanxi province.This paper studies two quantitative evaluation methods of tourism-oriented poverty alleviation performance by building models,and summarizes their advantages,disadvantages and their applicable scope.The comparison results show that the comprehensive evaluation conclusions of these two evaluation methods are scientifically reasonable.However,the comprehensive index evaluation method is more suitable for the comparative evaluation of tourism-oriented poverty alleviation performance between multiple samples.The fuzzy comprehensive evaluation method can not only apply to the comparative evaluation between multiple samples but also apply to the evaluation of single sample.Moreover,judging the level according to the membership,the fuzzy comprehensive evaluation method can make scientific and reasonable qualitative and quantitative evaluation of the tourism-oriented poverty alleviation performance,which proves that the method has better rationality in evaluating the tourism-oriented poverty alleviation performance.
