摘要
目的:了解贵州省医疗美容行业的现状及存在的问题,提出完善市场监管的建议C方法:对贵州省2017年12月31日前注册的公立、民营医疗美容机构的行业监管情况进行问卷调查,收集医调委有关美容纠纷的案例资料及卫健部门打击非法医疗美容行动的相关数据,采用SPSS 22.0进行分析。结果:贵州省共44家医疗美容机构,主要集中在贵阳市、遵义市,民营机构占81.82%。2017年全年诊疗21.32万人次,总收入48.63亿元。共有847名卫技人员,公立机构卫技人员的学历结构(93.75%)优于民营机构(73.56%)(χ^2=12.89,P<0.05)。2017年共发生医疗美容纠纷28件,遵义市(0.11%)高于贵阳市(0.01%)(χ^2=62.13,P<0.05)。卫生行政部门全年查出47名无证行医人员,接到非法医疗美容投诉33件。结论:贵州省医疗美容市场规模有限,医疗美容纠纷维权困难,非法医疗美容机构监管难度大。建议卫生部门严格准入和监管机制,从重处罚非法行医,积极探索行业管理长效机制。
Objective:To understand the current situation of the medical cosmetology institutions in Guizhou province and analyze its existing problems,to put forward suggestions on improving market supervision and management.Methods:The supervision status of the public and private medical cosmetology institutions registered before December 31,2017 in Guizhou province was investigated.The information was obtained by issuing questionnaires and telephone inquiries to the medical supervision committee and the person in charge of the hospital,the data were analyzed by SPSS 22.0.Results:A total of 44 medical cosmetology institutions in Guizhou province were mainly concentrated in Guiyang and Zunyi,with private institutions accounting for 81.82%.In 2017,the annual medical treatment was 213.2 thousand person-times,with a total income of 4.863 billion yuan.A total of 847 health techni-cians,the academic structure of public institution health technicians(93.75%)was better than the private institutions(73.56%)(χ^2=12.89,P<0.05).In 2017,there were 28 medical cosmetic disputes5 Zunyi(0.11%)was higher than Guiyang(0.01%)(χ^2=62.13,Pv0.05).The health administrative department found 47 undocumented medical practitioners throughout the year and received 33 illegal medical cosmetic complaints.Conclusion:The scale of the medical cosmetology market in Guizhou is limited,the medical cosmetic disputes are difficult to defend,the illegal practice punishment is light,and the market supervision is difficult.It is recommended that the health department should strictly manage the access and supervision,and medical cosmetology institutions should standardize their practice.Illegal practitioners must be severely punished and the long-term industry management mechanism should be actively explored.
