摘要
社区基金会是聚焦社区公共事务解决的基金会形态。社区基金会注册成立的资质与流程、吸纳和管理捐赠资金的过程,以及最终的资助行为都需遵循《基金会管理条例》《慈善法》等相关法律法规的要求。相对于传统依赖行政层级自上而下的公共服务资源配置模式,社区基金会提供了多元主体参与社区公共事务解决的中介平台。而相对于一般的公共服务机构,社区基金会拓宽了公共服务的资源渠道,不再单纯依赖政府资源,公共服务从项目设计到最终实施都更贴近社区现实需求,最大程度上实现了公共服务资源利用效率和最终效益的最大化。同时,多元化的资金来源渠道也可以作为政府对公共服务投入的补充,在一定程度上减轻政府财政负担。以社区基金会为中心的公共服务生产、供给模式,实现了城市社区公共服务供给从“参与主体多元”到“资源渠道多元”的转变,是建构基层社会治理共同体的有益探索。
Community foundation is a form of foundation focusing on solving community public affairs.It provides an intermediary platform for multiple subjects to participate in community public affairs,compared with the traditional public service resource allocation mode:“top to bottom”administrative level.Different from other general public service organizations,community foundations expand the resource channels of public services,no longer solely being dependent on government resources.Public services,from project design to final implementation,are much closer to the practical needs of communities,maximizing the utilization efficiency and ultimate benefits of public service resources.At the same time,diversified sources of funds are good supplements to the government’s investment in public services,thus reducing the financial burden of the government to some extent.
