摘要
“村党支部+合作社”产业扶贫是党建引领产业扶贫的重要实践形式,根据产业扶贫中村党支部、合作社和贫困户三者之间的相互关系,可以分为党员干部领办型、经济能人带动型与贫困户联合型等三种产业扶贫模式。调研发现:三种产业扶贫模式均突出村党支部在产业扶贫中的引领作用;村党支部直接领办或者动员经济能人、贫困户创办合作社参与产业扶贫,形成村党支部、合作社、贫困户三方联合的经营发展模式,在推动农村经济发展、增加贫困户收入和提升贫困户发展能力等方面取得较好成效,但是在实践中也面临“政经不分”、“精英俘获”、难以可持续发展等问题。今后党建引领产业扶贫的实践模式应当因地制宜、因村施策,加强村党支部对产业扶贫工作的领导,大力发展村集体经济,提高农民组织化程度。
The"Village Party branch+cooperative"is an important practical form of poverty alleviation promoted by the Communist Party of China.Based on the relationship among village Party branch,cooperative and poor household in industrial poverty alleviation,the"Village Party branch+cooperative"industrial poverty alleviation model can be divided into three types:leading by Party members and cadres,leading by economic talents and leading by united poor households.It is found that all the three types of industrial poverty alleviation models highlighted the leading role of the village Party branch in industrial poverty alleviation.The village Party branch directly led or mobilized economic talents and poor households to set up cooperatives to participate in industrial poverty alleviation.It thus,formed a tripartite joint operation and development model of the village Party branch,cooperatives and poor households,which promoted rural economic development.Great achievements have been made in increasing the income of poor households and improving their development capacity.However,problems such as"political and economic indiscrimination","elite capture"and difficulties in sustainable development still exist in practice.In future,the practice mode of leading industrial poverty alleviation by Party building should be adapted to local conditions and measures taken in accordance with villages.At the same time,the leadership of village Party branches in the work of industrial poverty alleviation should be strengthened.A vigorous development of the village collective economy should be carried out.And the level of farmers'organization skills should be improved.
