摘要
随着我国政府职能的不断转变,也使得之前沿用的自投自建、自建自用的卫生基建模式正逐步向工程建设代建制模式转变,在大型医院建设中使用代建制模式的试点和探索仍有诸多不完善的地方。该文从被代建方医院的角度出发,分析了代建方、医院方的责权利的关系,并针对大型公立医院在建设中存在的系统性、复杂性、技术性、专业性等问题做了深入的评估,对可能出现的问题做了相应的解决策略,在建设过程中既要考虑医院科室的实际工作规范需求,也要在合理合法的框架下主动积极配合代建单位与各方协调配合,适应代建制模式下的医院工程建设管理。
With the continuous transformation of government functions in China,the self-investment and self-built health infrastructure model that was used in the past has gradually changed to the construction of the construction system,and the pilot system of using the agent system in the construction of large hospitals.And there are still many imperfections in the exploration.From the perspective of the hospital of the founding party,this paper analyzes the relationship between the responsibility of the founder and the hospital,and makes an in-depth study on the systemic,complex,technical and professional issues in the construction of large public hospitals.The assessment has made corresponding solutions to the problems that may arise.In the construction process,it is necessary to consider the actual work norm requirements of the hospital departments,and also actively cooperate with the agent construction units and the parties in a reasonable and legal framework,to adapt to hospital engineering construction management under the model of agent system.
