摘要 农村贫困治理是当前“乡村振兴”中重要且不可回避的议题,而教育扶贫政策作为国家治理农村社会贫困问题的主要工具之一,是推进农村贫困群体减贫脱贫的重要途径。本文立足于政策“运行”的基点,聚焦于支配政策整体运行逻辑的“权力”、影响政策运行发展方向的“技术”、形塑政策基层运行结构的“组织”这三个与教育扶贫政策在农村场域运行有着本质勾连的核心要素,并关照当下农村社会转型变迁的具体现实,尝试构建起一个“权力—技术—组织”的整合性分析框架,以此探讨和阐释在乡村振兴战略推进背景下农村教育扶贫政策在权力共享、技术应用以及组织保障三个维度上的当代价值意蕴,并揭示出政策运行中存在的权力失序、技术扩张、组织涣散等本土实践困境,进而提出应通过监督制约公共权力的无序性、提升技术及技术治理的科学性以及推动农村基层组织的再组织化的三位一体式联动路径来予以共同解决。 The governance of rural poverty is an important and unavoidable topic in the current“rural revitalization”.As one of the main tools for the government to tackle the problem of rural social poverty,education poverty alleviation policy plays an indispensable role in promoting poverty alleviation among rural poor groups.Based on the“policy operation”,this paper focuses on the“power”that dominates the overall operation logic of the policy,the“technology”that influences the direction of policy operation and the“organization”that shapes the basic operation structure of the policy which are the three core elements that are intrinsically linked to the operation of the education poverty alleviation policy in the rural field taking into account the specific reality of the current rural social transformation and change,the paper tries to build an integrated analytical framework of“power-technology-organization”.The main purpose of the research is to discuss and explain the contemporary value implication of poverty alleviation policy of rural education in three dimensions:power-sharing,technology applying and organization guaranteeing.Furthermore,it discloses the problems in policy operation,such as power disorder,technology expansion,organizational disintegration.Therefore,it needs to be solved by the trinity strategy:supervising the public power,improving technology and technology governance,strengthening the rural grass-roots organizations.
