摘要
新时代我国社会主要矛盾的变化给社会保障制度改革提出了新的要求。当前,新型城镇化建设和乡村振兴战略正在同步推进,二者的耦合将社会保障制度改革置于新的社会背景当中。在这种背景下,社会保障制度改革面临城乡二元结构束缚、社会保障资金来源单一、社会保障的公平性与可持续性、社会保障制度的管理能力不足等问题。针对这些问题,文章提出破除城乡二元结构束缚、探索多元社会保障资金来源、保证社会保障的公平性和可持续性、提升社会保障制度管理能力、加强改革进程中的顶层设计、健全社会保障相关制度和配套措施等对策建议。
The changes of major social contradictions in China in the new era put forward new requirements for the reform of social security system.At present,the new type of urbanization construction and rural revitalization strategy are advancing simultaneously,and the combination of them puts the social security system reform in the new social background.In this con⁃text,the reform of social security system faces problems such as the constraint of urban-rural dual structure,single source of social security funds,fairness and sustainability of social security,and insufficient management capacity of social security sys⁃tem.In view of these problems,this paper puts forward countermeasures and suggestions,such as breaking the urban-rural dual structure constraint,exploring multiple sources of social security funds,ensuring the fairness and sustainability of social security,improving the management capacity of social security system,strengthening the top-level design in the reform pro⁃cess,and improving the social security related system and supporting measures.
