摘要
以新疆14个地州为研究对象,构建新型城镇化和耕地集约利用评价指标体系,综合运用熵值法、耦合协调发展模型等方法,研究新疆2010-2020年两系统间的综合发展水平及其耦合协调发展水平时空特征。结果表明,新疆新型城镇化发展水平整体呈上升趋势,但各地区之间差异较大,除乌鲁木齐市以外,其他地区的新型城镇化发展潜力仍然较强。全疆的耕地集约利用水平虽然呈上升趋势,但整体效果不明显,除喀什地区和阿勒泰地区外,其他地区发展水平普遍偏低,此外,两系统的耦合协调度主要集中在“濒临失调”和“中度协调”之间。因此,新疆在现有资源的基础上,要因地制宜,在稳步推进新型城镇化建设的同时,同步提升耕地集约利用程度,加强资金和技术投入,完善基础设施,以便协调发展。
This article takes 14 prefectures in Xinjiang as the research object,constructs an evaluation index system for new urbanization and intensive use of arable land,and comprehensively uses methods such as entropy method and coupling coordinated development model to study the comprehensive development level and spatiotemporal characteristics of the coupling coordinated development level between the two systems in Xinjiang from 2010 to 2020.The results show that the development level of new urbanization in Xinjiang is on the rise as a whole,but there are large differences among regions.Except for Urumqi,the development potential of new urbanization in other regions is still strong.Although the level of intensive use of cultivated land in the whole region is on the rise,the overall effect is not obvious.The level of intensive use of cultivated land is generally low except for Kashgar and Altay.In addition,the coupling and coordination degree of the two systems is mainly concentrated between“near imbalance”and“moderate coordination”.Therefore,on the basis of existing resources,Xinjiang should adjust measures to local conditions,steadily promote the construction of new urbanization,and simultaneously improve the intensive utilization of arable land,strengthen financial and technological investment,improve infrastructure,in order to coordinate development.
