摘要
政策创新是推动高等教育发展的重要方式,但高等教育政策创新是有限度的。基于对南方科技大学和上海科技大学的比较分析发现,体制约束作为有层次的制约系统对地方高等教育政策的创新起到关键作用。体制约束分为基础硬核体制、基本制度框架和具体操作机制三个层次,具体操作机制较易突破,基本制度框架较难突破,基础硬核体制突破非常困难。在不突破基础硬核体制的情况下,地方高等教育政策创新可以获得成功尤其是在具体实施机制层面较容易取得成功;而对于基础硬核体制的改革创新只能由高层权威推动或许可,一旦地方创新突破基础硬核体制,就会触发制度同构机制,通过组织结构、人事安排和发展资源等途径使其回归到体制边界内。地方高等教育政策创新中不同层面体制约束的差异反映了我国国家治理的改革逻辑。
Policy innovation is an important way to promote the development of higher education,but the innovation of higher education policy has its limit.Based on a comparative analysis between the two typical cases of higher education policy innovation in china--Southern University of Science and Technology(SUST)and Shanghai Tech University(STU),we can find that system constraints,as a hierarchical restriction system,play a key role in the policy innovation of local higher education.The system constraints are divided into three levels:basic hardcore system,basic institutional framework and concrete operational mechanism.The concrete operation mechanism is easy to break through,the basic institutional framework is difficult to break through,and the basic hardcore system is the most difficult to break through.If we do not break through the basic hardcore system,local higher education policy innovation may be successful,especially at the level of concrete operational mechanism.For the basic hardcore system,its reform and innovation must be promoted or licensed by high-level authorities.Once the basic hardcore system is broken through by local reform,it will trigger the system isomorphism mechanism including organizational structure,personnel arrangement and development resources,and the policy innovation will be returned to the original system.The differences in system constraints at different levels in local higher education policy innovation reflect the reform logic of China's national governance.
