摘要
青少年犯罪问题一直是社会各界关注的热点,近年来发生的青少年违法犯罪案件中,有相当数量的犯罪者曾有过留守儿童或流动儿童的经历。这一部分青少年由于长期处于家庭功能失衡的状态下,相较于其他青少年更容易走上违法犯罪的道路。基于家庭视角,可从加快推进居住证制度的完善,进行中高考及学校招生改革,加强对流动儿童父母的家庭观教育,建立父母责任审查机制,减少青少年违法犯罪现象,降低青少年犯罪率。
Juvenile delinquency has always been a focus of attention among all sectors of society.In the juvenile delinquencies occurring in recent years,a significant number of juvenile delinquents are stay-at-home and migrant children,who are more likely to commit crimes compared with other children due to their long-term stay in the environment of family dysfunction.Family-based reduction of juvenile delinquency calls for our efforts to accelerate improvement of the residence permit system,reform entrance examination for high schools or colleges and school enrollment,enhance family values education of the parents of stay-at-home and migrant children,and develop a parental responsibility review mechanism with a view to reducing the number of juvenile delinquencies.
