摘要
碧流河水库是大连市最重要的城市饮用水水源地。水库蓄水量占大连市蓄水总量的25%以上,供水量占大连市城市中心区供水总量的70%~80%。碧流河水库的水质安全在大连市的城市发展中有着举足轻重的地位。本文以落实河(库)长制为目标,结合市情、库情,针对碧流河水库的水污染、水土流失等存在的主要问题,结合水资源保护、水域岸线管理保护、水污染防治、水环境治理、水生态修复、水库工程运行管理、执法监管等方面任务,针对性地提出了加强水环境治理等“一库一策”具体措施,为大连市有效实施河(库)长制工作奠定了基础。
Biliuhe Reservoir is the most important drinking water source in Dalian.The water storage capacity of the reservoir accounts for more than 25%of the total water storage capacity of Dalian City,and the water supply quantity accounts for 70%~80%of the total water supply quantity in the central area of Dalian City.The water quality safety of Biliuhe Reservoir plays an important role in Dalian's urban development.In order to implement the goal of river(reservoir)long-term management,combined with the city situation and reservoir situation,aiming at the main problems of water pollution and soil erosion in Biliuhe Reservoir,combined with the tasks of water resources protection,water area shoreline management protection,water pollution prevention,water environment management,water ecological restoration,reservoir engineering operation management,law enforcement supervision and other aspects,this paper puts forward the specific measures of“one policy to one reservoir”to strengthen water environment management,laying a foundation for the effective implementation of the river(reservoir)chief system in Dalian.
