摘要
黄河下游宽河道被宽浅散乱的弯曲河槽所分隔,河槽与大堤共同围成大大小小的河心滩,滩上居住着100多万人,存在防洪短板突出、生态环境脆弱、群众贫困和多头管理等问题。本文在学习习近平总书记在黄河流域生态保护和高质量发展座谈会上讲话的基础上,针对上述问题深入探讨,提出了"推进黄河下游河道综合治理,塑造黄河下游排涝生态河槽,二滩种植结构调整和开展重大问题研究"等举措,以期为落实讲话精神提供决策建议。
The wide channel is divided by wide and shallow scattered curved channelsin the lower reaches of the Yellow River. The channel and the big bank form large and small central banks, where in more than 1 million people live on the banks. It has the problems of prominent flood control shortcoming, weak biological environment, mass poverty, management by multiple departments, etc. The above problems are deeply discussed based on learning General Secretary Xi’s speech on the Yellow River basin ecological protection and high quality development symposium. The following measures are proposed, such as ’promotion of comprehensive treatment in downstream channel of the Yellow River, and shaping of drainage ecological river channel in the lower reaches of the Yellow River, Ertan planting structure adjustment and research on major issues", etc., thereby implementing the spirit of speech to provide policy recommendations.
