摘要
近年来,省直管县改革成为我国行政体制改革的热点话题。河南自2014年实行省直管县体制改革以来,10个试点县(市)呈现出快速发展、健康发展的好势头,近几年各项经济指标高于全省增速,排头兵的作用逐步显现。但在实际运行过程中也出现了许多问题。通过构建城镇中心性强度评价指标体系,对河南省128个县市的中心性强度进行计算排名,构建河南省城镇等级层次结构,从市县两级对河南省城镇体系结构进行评析,评价河南省直管县分布的科学性,对河南省直管县未来发展规划提出建议。通过对比2010年与2015年的分值、排名、等级层次结构变化发现郑州市没有很好地发挥带头作用,除了与洛阳的协同发展,应尽快寻找第二副中心城市;省直管县的分布较为合理,对县级城市的经济发展、城市生活确实有促进作用,可以扩大省直管县范围,加强县级城市的建设发展。
In recent years,reform of province direct managing county has become a hot topic in administrative system reform in China.Since the implementation of reform of province direct managing county in Henan in 2014,ten pilot counties(cities)have shown a good momentum to develop rapidly and healthily.In recent years,various economic indicators of the counties(cities)have been growing faster than that of the whole province,which shows their leading role gradually.However,there are many problems during the process of their practical operation.By constructing evaluation index system of urban centrality intensity,this paper will calculate and rank the centrality intensity of 128 counties and cities in Henan,construct the urban hierarchy structure in Henan,and analyze urban system structure in Henan from county and city to evaluate the scientific distribution of the direct managing counties in Henan,so as to propose some suggestions on the future development planning of the province direct managing counties in Henan.By comparing the scores,rankings and hierarchical structure changes between 2010 and 2015,this paper concludes that Zhengzhou did not play a leading role well,apart from the coordinated development with Luoyang.Therefore,the second deputy central city should be sought as soon as possible.The distribution of province direct managing counties is reasonable,which really promotes the economic development and urban life of county-level cities.Thus,the coverage of province direct managing counties can be enlarged to strengthen the construction and development of county-level cities.
