摘要
伴随中原经济区建设进程,河南省在新型城镇化战略实施中涌现出郑州都市区规划建设、中心城市新区建设、中原城市群一体化网络化发展、县城的快速扩张、特色镇的崛起、新型农村社区建设的突破等亮点,新型农村社区建设涌现出移民搬迁型、产业集聚区建设集中型等六种模式。研究认为:新型城镇化推进过程中亟待土地政策法律突破和完善;新型农村社区建设要牢牢把握为农民创造利益的大方向,还要在先行先试上下功夫。
In the process of building the Central Plains Economic Zone, on the implementation of the new urbanization strategy some highlights emerge in Henan Province such as Zhengzhou metropolitan area planning construction, new urban areas construction of the center cities, integration and networking development of city group of central plain, county＇s rapid expansion, rise of the characteristic towns, new breakthrough of the rural community development and so on. At the same time new rural community construction in Henan arises in six models such as immigrant resettlement model, and centralized industry cluster district construction model, The conclusion suggests that it is urgent to achieve the breakthrough and perfection of the land policies and laws in promoting the new urbanization; the construction of the new rural communities in Henan Province should firmly follow the general direction to the benefits of the farmers, and make great efforts on a pilot basis.
