分析燃气公司开展燃气设施巡查和保护法律风险评估所涉及的法律、法规、政策性文件、标准,结合某燃气公司实际情况,阐述法律风险评估的主要环节、实施步骤、评估成果。介绍燃气设施第三方破坏的法律责任分析案例。从管理、燃气管道巡查和保护工作、法律法规方面提出建议。文末附有第三方施工破坏燃气管道事故分析的视频,可扫二维码观看。
The laws,regulations,policy documents and standards involved in legal risk assessment for inspection and protection of gas facilities by gas companies are analyzed.The main links,implementation steps and evaluation results of the legal risk assessment are explained in combination with the actual situation of a gas company.A case study of legal liability analysis for third-party damage to gas facilities is introduced.Suggestions in terms of management,gas pipeline inspection and protection,laws and regulations are proposed.At the end of the paper,a video showing the accident analysis of third-party construction damage to gas pipeline is attached,which can be watched by scanning the QR code.
