摘要
"一带一路"重大倡议提出和实施以来,取得了重大进展,成为中国重要的对外新战略。同时,"一带一路"在实施过程中,也面临着政治、经济、安全、人文等层面的重大挑战,"一带一路"项目实施过程中也存在一些不足。未来五至十年,"一带一路"建设应由大写意向工笔画迈进,加强顶层设计,着力转型升级,在开展精准施策的基础上,由粗放经营向集约经营转变,确定经济效益优先原则,充分挖掘项目合作的经济外交功能,妥善应对解决"一带一路"合作中的现实问题,推进"一带一路"计划平台化、多边化、机制化。
Since the"One Belt and One Road"initiative has been launched and implemented,it has been made significant progress and become an important new foreign strategy for China.At the same time,during the implementation process,the"One Belt and One Road"is also facing major challenges in terms of politics,economy,security,humanities and other aspects.Otherwise,the implementation projects also have certain defects in some extent.In the next five to ten years,the construction of"One Belt and One Road"should be stride forward form uppermost intention to meticulous painting,strengthen top-level design,and strive for transformation and upgrading.On the basis of carrying out precise measures,"One Belt and One Road"initiative should be transformed from extensive operation to intensive management,determine the priority principle of economic benefits,fully excavate the function of economic diplomacy from the cooperative projects,and properly cope with the practical problems during the cooperative process,finally,promote the"One Belt and One Road"initiative to be platform-oriented,multilateral and institutionalized.
