摘要
从“大纲时代”的“灵活性”到“课标时代”的“实施方案”,体育课程改革在不断向地方和学校赋权和放权的同时也在制度化、规范化地方和学校的责任。但是,作为承上启下环节的“地方”似乎在这场赋权与尽责的改革中置身事外。从“课程资源的开发”研究到“体育的地方课程”概念提出,学者的研究试图为地方在体育课程改革中寻找准确、清晰的角色定位,但这些研究并未引起学术界的关注和回应。究其原因是学术界对“体育地方课程”概念的认识尚不明确。基于文献分析,研究认为:体育课程的特殊性决定了其课程结构的丰富性——体育地方课程是存在的;终身体育的价值目标呼唤体育课程走向地方融合——体育地方课程是必要的;“体育地方课程”将成为新时代体育课程改革的突破口——体育地方课程是必须的。
From the“flexibility”of the“syllabus era”to the“implementation plan”of the“curriculum standard era”,the reform of physical education curriculum is not only empowering and delegating power to the local authorities and schools,but also institutionalizing and standardizing the responsibilities of local authorities and schools.However,as a link between the preceding and the following,the local authorities seems to keep out of the way in this reform of empowerment and taking responsibility.From the research of“curriculum resources development”to the concept of“local sports curriculum”,scholars attempts to find an accurate and clear role orientation for the local authorities in sports curriculum reform,but these studies have not aroused academic attention and response.The reason is that academia doesn’t have clear cognition towards the concept of“local sports curriculum”.Based on literature analysis,this paper argues that the particularity of physical education curriculum determines the richness of its curriculum structure,that is,local physical education curriculum do exists.The value goal of lifelong physical education calls for the integration of physical education curriculum into local areas,that is,local physical education curriculum is necessary.“Sports local curriculum”will become a breakthrough in the reform of sports curriculum in the new era,that is,sports local curriculum is necessary.
