摘要
城乡融合发展作为城乡关系的新型定位,是促进乡村振兴的有效途径。制度问题是城乡融合发展的根本性问题,完善的制度体系能够有效推动城乡融合发展,因而迫切需要建立健全城乡融合发展制度。城乡融合发展的制度体系包括要素双向流动制度、产业融合发展制度、公共服务均等制度、生态环境共治制度和收入分配公平制度。在实践中城乡融合发展面临一些制度困境,制约着城乡融合发展预期效果的实现。为推动城乡融合发展,需要重塑制度创新理念,突破路径依赖效应,进行系统化的制度安排,进一步优化和改进城乡融合发展制度。
As a new orientation of urban-rural relationship,integrated urban-rural development is an effective way to promote rural revitalization.The institutional problem is the fundamental problem of integrated urban-rural development.A sound institutional system can effectively promote the integrated urban-rural development,so it is urgent to establish and improve the integrated urban-rural development system.The institutional system of integrated urban-rural development includes:two-way flow system for elements,industrial integrated development system,public service equalization system,eco-environment co-governance system,and fair income distribution system.In practice,the integrated urban-rural development faces some institutional obstacles,which restricts the realization of expected effect of integrated urban-rural development.In order to promote the integrated urban-rural development,we need to reshape the concept of institutional innovation,break through the path dependence effect,make systematic institutional arrangements,and further optimize and improve the integrated urban-rural development system.
