摘要
当环境问题成为我国面临的重大公共问题时,传统的"强制-命令"型环境治理模式已经应对乏力。公共治理作为一种新兴的公共管理潮流,引导我们走向新的环境公共治理模式。综合公共治理理念与我国国情,"参与-回应"型行政体制是现今一种可取的改革路径。它保持政府的主导作用,强调政府与市场和NGO的合作共治。
When the environmental problems become the major public problems facing in China, the traditional environmental governance model of ＂Enforcement-Command＂ was lack of power. As a kind of new trends of public management, the public governance leads us to a new environmental public governance model. Integrating the ideal of the public governance with the situation of our country, the administrative system of ＂Participation-Response＂ is an advisable reform path at present which keeps the leading role of government and focuses on the cooperation among government, market and NGO.
