摘要
土地整治是保护耕地资源的重要抓手,为更好的指导土地整治项目的开展与进行,拟探索土地整治项目区耕地质量评价的方法与思路。本文以德惠市土地整治项目区为例,分别运用农用地分等评价法、定级指标修正法、耕地质量调查监测评价法对项目区整治前后耕地质量进行评价,对比三种方法的等别提升效果与适用性,提岀方法改进建议结果显示:运用三种方法评价该项目区整治后耕地质量等别均有所提升,提等效果由大到小依次为定级指标修正法、耕地质量调查监测评价法、农用地分等评价法;定级指标修正法与农用地分等成果衔接性更强,但可能会放大对修正因素的影响,耕地质量调查监测评价法等别区分度较小。研究结果表明三种方法均可用于整治项目区耕地质量评价,另两种方法较农用地分等更易凸显土地整治工程的效果,针对各自方法不同的特点有不同的适用范围,研究可为土地整治项目区耕地质量评价方法提供借鉴。
Land consolidation is one of important means of protecting arable land resources.In order to guide the development and progress of land consolidation project in a better way,we explored the method and idea of arable land quality evaluation in the land consolidation project area.Taking land consolidation project area of Dehui as the research object,the methods of agricultural land grading,the grading index correction and the arable land quality investigation,monitoring and evaluation were used to evaluate the arable land quality before and after the implementation of land consolidation.And then the suggestions of method improvement were proposed by comparing the effects and applicability among the three methods.The grading of arable land quality was improved to some extent in the consolidation project area.And the improved effects were decreased in the order of the grading index correction method,the arable land quality investigation,monitoring and evaluation method,and the agricultural land grading method.The grading results by using the grading index correction method were strongly connected with those by using the method of agricultural land grading,while these two methods may amplify the impact of correction factors.The method of arable land quality investigation,monitoring and evaluation had the smaller grading discrimination.These results indicated that all three methods can be used to evaluate arable land quality in the consolidation project area,and the other two methods were more likely to highlight the effect of land consolidation project than the method of agricultural land grading.Different methods had different applications based on their characteristics.This study could provide reference for arable land quality evaluation in the land consolidation project area.
