摘要
高等教育创新制度化分析框架审视产教融合、校企合作过程发现,影响校企合作制度化过程的因素是外部兼容性、内部兼容性、自利性收益、一般性收益和成本因素,对创新制度化最具贡献的合作形式是企业设置冠名学院、企业订单培养学生、合作开发课程、合作开发教材、企业培训教师、共建校企合作平台和开设顶岗实习。2016和2017年企业年报和高职院校数据的量化分析发现,部分校企合作形式有助于促进高职创新的制度化,特别是在提升制度化的广度方面有较大贡献。我国政府重金打造的示范校和骨干高职的确在校企合作制度化方面具有显著优势。建议政府在以国家引领型配置主义政策治理职业教育校企合作的同时,适当引入协作型协调主义治理方式,实现校企合作的制度化。
This paper regards the high-quality vocational college construction project in China as a tertiary innovation policy. It applies an analytical framework based on institutionalization of higher education innovation to analyzing how school-enterprise cooperation can become institutionalized. This paper identifies five major determinants of the process of institutionalization, including external compatibility, internal compatibility, self-interest benefits, general benefits and costs. It also finds several types of school-enterprise cooperation which contribute most to innovation institutionalization. Based on enterprise reports and vocational college data, this study shows that certain types of cooperation do have positive impacts on the breadth of institutionalization. Some national demonstration universities or key vocational colleges are more likely to stabilize their cooperation with enterprises.
