摘要
规划一体化是长三角一体化发展的先决条件。长三角一体化面临跨界区域开发盲目、区域资源配置效率低下、区域产业低水平同构等问题。国外发达经济体在区域规划协调方面有自下而上的区域规划协调机制、政府公共权力机构直接协调和专设区域协调机构协调三种模式。借鉴国际经验,长三角可在“三级运作”机制下成立区域规划专题组,在示范区成立规划管理常设实体机构,并成立规划委员会和专家委员会。
Planning integration is a prerequisite for the integrated development of Yangtze River Delta.The integration of Yangtze River Delta is facing the problems of blind cross-border regional development,low efficiency of regional resource allocation,low level and isomorphism of regional industries,etc.Foreign developed economies have three modes of regional planning coordination:bottom-up regional planning coordination mechanism,direct coordination by government public authorities and coordination by specialized regional coordination agencies.Drawing on international experience,the Yangtze River Delta can set up a regional planning task force under the“three-level operation”mechanism,set up a permanent planning and management entity in the demonstration zone,and set up a planning committee and an expert committee.
