摘要
畜牧业是乡村振兴的重要动力,也是促进农民增收、保护农村生态环境和发展现代农业的重要领域。笔者从畜禽粪污处理视角入手,研究乡村振兴战略背景下黑龙江省畜牧业发展策略。结果表明:黑龙江省畜牧业发展应以实现乡村振兴为最终目标,坚持畜牧业发展与生态环境并重,需要规划支撑、技术依托和机制保障三方的共同推动。通过科学合理布局畜禽养殖场、严格执行粪污排放标准、大力发展畜禽养殖标准化和规模化、合理有效利用畜禽粪污、加强对畜牧业的扶持力度和完善有机肥市场经营机制等可促进黑龙江省畜牧业发展。
Animal husbandry industry is an important driving force for rural rejuvenation, as well as an important area to increase farmers’ income, protect rural ecological environment and develop modern agriculture. This paper started from the perspective of livestock and poultry manure disposal and studied the development strategy of animal husbandry in Heilongjiang Province under the background of rural rejuvenation strategy. The development of animal husbandry in Heilongjiang Province should take rural rejuvenation as the ultimate goal and adhere to the equalization of animal husbandry development and ecological environment. It needs the joint promotion of planning support, technical support and mechanism guarantee. Therefore, strategies such as scientific and rational layout of livestock and poultry farms, strict implementation of excreta discharge standards, vigorously developing the standardization and large-scale of livestock and poultry farming, rationally and effectively utilizing livestock and poultry excrement, strengthening the support for animal husbandry, and improving the management mechanism of organic fertilizer markets have been proposed to promote the development of animal husbandry industry in Heilongjiang Province.
