摘要
职业技能培训作为技能人才培养重要的手段,是解决就业结构性矛盾的重要举措。新中国成立70年以来,我国职业技能培训始终坚持服务经济社会发展需求、服务就业导向、坚持普惠性和兼顾特殊群体。职业技能培训经历了以技术工人培养为主阶段、蓬勃发展阶段、面向全体劳动者的职业技能培训制度逐步确立阶段和构建终身职业技能培训体系阶段。与此同时,职业技能培训的政策法规体系逐步完善、培训机构迅猛发展、培训的规模和质量不断提升。但随着技术进步、经济发展方式转变和产业结构调整,劳动者技能水平与岗位需求不匹配的结构性矛盾也越来越突出。因此,推行终身职业技能培训制度,将培训贯穿到劳动者学习工作终身,完善培训政策,加强培训基础能力建设等也成为当务之急。
Vocational training,as an important means of providing training for skilled worker,is the key to solve structural contradictions of employment.During 70 years since the founding of the P.R.China,Chinese vocational training has always adhered to serving the needs of economic and social development,serving active employment policies,adhering to inclusiveness development and taking care of special groups.Vocational training has experienced such stages as providing training targeting skilled workers,having a vigorous development,establishing a vocational training system for all workers,and building a lifelong vocational training system,during which the policy and regulation system of vocational training was gradually improved,training institutions developed rapidly,and the scale and quality of training continually increased.However,with the advancement of technology,the transformation of economic development mode and the adjustment of industrial structure,the structural contradictions arising from the mismatch between the skill level of workers and the job requirements are becoming more and more prominent.As such,there is an urgent need to scale up the system of lifelong vocational training,provide training for workers throughout their wholelife,improve training policies,and strengthen capacity building in the training system.
