摘要 水资源作为一种公共物品,其效益外部性使得水资源的保护与开发利用成本应从全国维度共同承担。通过构建水足迹与生态补偿标准模型,对全国31个省区的水足迹与生态补偿标准进行估算。主要结果如下:①全国总生产水足迹呈现上升的趋势,其中农业水足迹比重较大,工业水足迹的增长出现倒U趋势;②各省区水足迹变动出现3种类型;③全国每年在水生态补偿中中央政府的投入为1516.37亿元。获得生态补偿款最多的地区是西藏,应得生态补偿款645.56亿元;支付生态补偿款最多的地区是河南,应该支付188.61亿元。该研究成果可为在全国构建基于水资源为基础的生态补偿机制提供一定的科学依据。 As a kind of public goods,the externality of water resources benefits makes the cost of water resources protection and development and utilization should be shared from the national dimension.In this study,the water footprint and ecological compensation standards of 31 provinces in China were estimated by constructing the water footprint and ecological compensation standard model.The main results are as follows:①The total production water footprint of the whole country shows an upward trend,in which the proportion of agricultural water footprint is larger,and the growth of industrial water footprint shows an inverted U trend;②there are three types of water footprint changes in each province;③the annual investment of the central government in water ecological compensation is 151.637 billion yuan.Tibet has the largest amount of ecological compensation,and 64.556 billion yuan of ecological compensation is due.Henan has the largest amount of ecological compensation,and 18.861 billion yuan should be paid.The research results can provide a scientific basis for the construction of ecological compensation mechanism based on water resources in China.
