摘要
在科学而理性地寻求水利工程支撑经济社会可持续发展与生态环境保护之间的平衡过程中,生态水利工程建设理念得以兴起、发展并推广,其中生态堤防是受到国内外广泛关注的生态水利工程之一。深入分析了青岛大沽河综合治理在生态堤防建设的规划理念、总体布局、堤线布置、护岸措施、生境保护与运行管理等方面积累的实践经验,总结提炼了生态堤防建设的关键环节和主要措施,并就加快推进全国生态堤防工程建设提出了相关建议,以期为我国大规模开展生态水利工程建设、河流整治与修复提供借鉴。
In the process of scientifically and rationally seeking the balance between the sustainable economic and social development and the ecological environmental protection supported by water conservancy projects, the concept of ecological water conservancy project construction has been sprung up,developed and popularized. The ecological embankment,which has received worldwide attention,is one of the ecological water conservancy projects. The practical experience accumulated in the planning concept,general layout,levee-line layout, revetment measures, habitat protection and operation management of comprehensive treatment and control of Dagu River in Qingdao. The key aspects and main measures of ecological embankment construction are summarized and refined.Some suggestions on speeding up the construction of the national ecological embankment projects are put forward in order to provide references for large-scale construction management of ecological water conservancy projects and river regulation and restoration in China.
