摘要
在分析我国近15年来电网规划环评发展历程的基础上,结合规划环境管理外在要求和电网规划实施内在需求,围绕电网规划环评的关键因素识别、评价指标、评价方法、减缓措施、衔接反馈以及成果图件等内容,研究构建了电网规划环境影响评价体系,并在湖北荆州区域进行了实践应用;结合应用情况总结了该评价体系的四个创新特征,并展望了未来进一步完善的研究方向,以期为优化电网规划环评评价体系提供支撑.
Based on the analysis of development course of grid planning Environmental Impact Assessment(EIA)in the past 15 years in China,the exterior supervising of planning EIA and the internal needs of grid planning im-plementation,the research established the grid planning EIA system.The evaluation system identified the eval-uation indexes,evaluation methods,mitigation measures of grid planning EIA,and then it was applied in Jing-zhou city of Hubei province.Finally the study summarized four innovative characteristics of the evaluation sys-tem combined with the application situations,and explained the direction for future research.
