摘要
电网规划环境影响评价属于战略环境评价的范畴。虽然中国实施了《中华人民共和国环境影响评价法》,标志着规划环境影响评价制度的正式建立,但中国的战略环境评价还处于起步阶段。为了在规划环境影响评价中更准确地对环境进行分析和评价,以山东"十一五"电网规划及2020年目标网架规划环评为例,探讨了电网规划环境影响评价的特点和要点,包括评价目标、评价范围,建立了指标体系以及内容框架等,并提出实际编制过程中遇到的困难。
Environmental impact assessment of power network planning is a kind of strategic environmental assessment （SEA）. Though implementation of the new Environmental Impact Assessment Act in China means establishment of the system, SEA in our country is in the beginning. In order to make an accurate analysis and evaluation of environmental affect, the essay takes the eleventh five - year power network plan and distant vie goal for Shandong province as an example to illustrate the characteristics and cruxes, including assessment aim, extent, indicator system and content framework, difficulties in the process of composing are provided.
