摘要
河北省保定市涞源县是环京津地区28个贫困县之一,自2015年实施脱贫攻坚战以来,该县贫困人口和贫困发生率大幅下降,特色产业发展势头良好,有力带动了贫困人口增收,脱贫攻坚成效显著。但调研组通过实地调研发现,涞源县在产业发展壮大、人才使用培养、与乡村振兴有机衔接等方面还存在一些问题。结合国家层面产业扶贫的政策要求和涞源县的实际情况,调研组提出了产业、人才、土地等方面有针对性的对策建议,以期为涞源县脱贫摘帽后,进一步实现产业带动农民持续增收和乡村振兴提供参考。
Laiyuan County,Baoding City,Hebei Province is one of the 28 poverty-stricken counties around Beijing and Tianjin. Since the implementation of the national strategy of poverty alleviation in 2015,the incidence of poverty and poverty in this county has dropped dramatically. The development momentum of characteristic industries is good,which has effectively promoted the increase of income of the poverty-stricken population and achieved remarkable results in poverty alleviation. However,based on the field research,the research team found that there are still some problems in the industrial development and growth,including personnel training,and organic connection with Rural Revitalization in Laiyuan County. Combining with the policy requirements of industrial poverty alleviation at the national level and the actual situation of Laiyuan County,the research team put forward targeted countermeasures and suggestions on industry,talent,land and so on,with a view to providing reference for Lianyuan County to further realize industry-led sustained increase in farmers’ income and rural revitalization.
