摘要
政府职责的再界定及农民自主性的激发,是后脱贫时代贫困治理场域政府主体性及农民主体性建构的核心问题。在当前农村精准扶贫体系的运作过程中,由于片面强调国家义务的话语,导致了政府政治主体性的凸显与行政主体性的弱化,由此引发了农民权利的道德化及权利与责任的失衡。在后脱贫时代,需要加快均衡性的贫困治理体系的构建,实现政府政治主体性与行政主体性及农民权利与责任的对称性均衡。在具体路径上,可以从加强贫困治理体系的法制化及标准化、加强社会保障体系建设、通过赋权增能来激发农民的主体性及构建贫困治理的长效机制等路径,推动后脱贫时代贫困治理体系的均衡性转型。
The redefinition of government responsibilities and the development of farmers’autonomy are the core problems of government subjectivity and farmer subjectivity construction in the era of post-poverty alleviation.In the operation of current rural accurate poverty alleviation system,due to the one-sided emphasis on the state obligation,the political subjectivity of the government is highlighted and the administrative subjectivity is weakened,which leads to the moral ethics of farmers and the imbalance of rights and responsibilities.In the era of post-poverty alleviation,it is necessary to accelerate the construction of a balanced poverty governance system,and realize the balance between the political and administrative subjectivity of the government and the symmetry of the rights and responsibilities of farmers.From the specific path,we can promote the balanced transformation of the poverty management system in the post-poverty eradication era by strengthening the legalization and standardization of the poverty management system,strengthening the construction of the social security system,effectively stimulating the subjectivity of farmers through empowerment and increasing energy,and constructing the long-term mechanism of poverty management.
