摘要
产业扶贫是我国扶贫减贫的一种重要手段,但其带来的潜在生态风险却不容忽视。如何协调和平衡产业扶贫与生态风险之间的关系,是理论界和实践界长期探索的重要课题。具有典型示范意义的江西省,多年来致力于将生态产业融入扶贫攻坚的实践与探索,成功防范和化解了产业扶贫的生态风险,形成了以构筑制度框架、发展生态产业、科技下沉基层、理顺利益机制、强化考核监督为特色的江西经验,并在突出党建引领、坚守红线思维、构筑产业体系、创新体制机制、强化工作落实等方面提供了良好示范。总结和推广这些经验,为全国其他类似地区化解生态风险、打赢新时代脱贫攻坚战具有重要价值。
Industrial poverty alleviation is an important means of poverty alleviation in China, but the potential ecological risks it brings cannot be ignored. The most important issue for the theoretical and practical field to explore is how to coordinate and balance the relationship between industrial poverty alleviation and ecological risk for a long time. Jiangxi Province, with its typical exemplary significance, has been committed to integrating the ecological industry into poverty alleviation practice and exploration for many years, successfully preventing and defusing the ecological risks of industrial poverty alleviation. It has formed the experience of Jiangxi characterized by the construction of institutional framework, the development of ecological industry, the sinking of science and technology at the grassroots level, the reasonable benefit mechanism, and the strengthening of assessment and supervision. It has also provided a good demonstration in highlighting the leadership of the party building, adhering to the red line thinking, building an industrial system, innovating institutional mechanisms, and strengthening the implementation of work. It is of great value to summarize and promote these experiences for other similar regions in the country to resolve ecological risks and win the new era of poverty alleviation.
