摘要
改革开放以来,我国特有的人口结构变化和改革开放释放的制度红利发生历史性耦合,形成人口优势、储蓄优势、投资优势、制度优势和开放优势等五大优势,造就了经济持续高速增长的"中国奇迹"。近年来中国经济增速下滑、宏观经济下行压力加大,被归因为传统优势弱化、消失,甚至把高投资与高能耗、高污染联系起来,主张以刺激消费拉动经济增长。事实上,当前五大优势还存在较大潜力,应该高度重视增长的重要性,正确认识投资在增长中的关键作用,坚持发展的理念和供给侧结构性改革,将潜在优势转化为现实优势,才是应对当前形势的现实选择。
Since the reform and opening up,China's unique demographic changes and the institutional dividends released by the reform and opening up have historically combined,forming five advantages,namely population advantage,savings advantage,investment advantage,institutional advantage,and the advantage of opening up,which have contributed to China's sustained,rapid economic growth,the so called"Chinese Miracle".In recent years,China's economic growth has declined and the macroeconomic downward pressure has increased,which are attributed to the weakening and disappearance of the traditional advantages.Some even relate high energy consumption and high pollution to high investment and advocate stimulating consumption to drive economic growth.In fact,the five advantages currently still have relatively large potentials.It should be the feasible choice to deal with the status quo to attach great attention to the importance of growth,understand the key role of investment in propelling growth,adhere to the concept of development and supply-side structural reform,and translate potential advantages into real advantages.
