摘要
教师职业具有公务性,这是世界大多数国家的共识。基于这一认识,教师管理普遍被纳入政府的管理职能之中,教师也被视作公务员或公务雇员。因此,教师职业享有较高的稳定性、较好的福利待遇和较为完善的权益保障,教师薪酬整体上也处于较高水平,但相对于其他从业群体并不突出。教师薪酬在职业生涯中有着较大的增长空间,有助于吸引教师终身从教。教师职业的公务性也使教师作为公民的权利受到一定限制,并承担公平实施教育等相应义务。
It is a common view that teacher profession is a public affair in most countries.In view of this,the management of teachers is widely brought into governmental functions,and teachers are regarded as civil servants or public employees.Teacher profession is provided with high stability,good benefits,a reliable right protection system,a high salary(though not remarkably high compared with other professions)and a large space of salary growth to encourage teachers devoted to their profession.In addition,the public nature of teacher profession restricts the civil rights of teachers,and makes teachers assume the obligations of educational fairness.
