摘要
高校腐败治理体系的现代化是高校腐败治理主体基于高校权力运行的实际情况,采取特定措施和方法治理高校事务、达到治理目标,不断实现腐败治理体系制度化、规范化、程序化的过程,是新时代有效遏制高校腐败、维护高校治理权威、取得高校治理实效的重要基础。推进高校腐败治理体系现代化,有利于加强党对高校的全面领导,有利于落实“立德树人”的根本任务,有利于提升高校办学治校水平,有利于增强高校服务国家战略能力。高校腐败治理体系现代化可通过价值体系现代化、组织体系现代化、制度体系现代化、保障体系现代化和治理能力现代化等方面予以构建,从而在高校形成创先争优、正气充盈的政治生态,为高等教育的高质量发展提供坚强政治保证。
The modernization of the system of combating and preventing university corruption is a process of realizing the institutionalization,standardization and program in fighting against corruption.In this process,the university subject of combating corruption,based on the actual situation of power implementation,takes corresponding measures and methods to handle school affairs and achieve management objectives.It is an important basis in the new era for effectively curbing corruption,maintaining governance authority and achieving effective governance in colleges and universities.It is conducive to strengthening the overall leadership of the Party over universities,implementing the fundamental task of“cultivating people by virtue,”improving the level of school running and management,and enhancing the strategic ability of colleges and universities to serve the country.The system can be constructed by modernizing the value system,organization system,institutional system,support system and governance capacity,so as to form a clean and upright political ecology in colleges and universities and provide a strong political guarantee for the high-quality development of higher education.
